If you remember me telling you a couple of weeks ago about the deal falling apart with Disney coming to Frisco, well, apparently the newsletter has a further reach than I thought.

 

Universal Studios in Florida heard about Mickey Mouse walking away from a deal in Frisco when I apparently insulted him. I got a call from Universal’s corporate office and they wanted to know if they could send somebody to talk with us. I agreed to the visit and they said they would send an appropriate representative.

 

So, Erika and I tried to figure out who they would send and before we knew it, there was a loud knock at the door. You guessed it, Shrek himself was sent to talk about building a theme park here in Frisco. Personally I think it was also a marketing move to help promote Shrek 3.

 

After we exchanged pleasantries, and took the above picture, I asked Shrek why he wanted to build in Frisco. He told me he heard there was a lot of swamp land around here and thought it would make a nice home for him. I had to be honest with him and let him know this was not normal and before we know it, we could be right back into drought conditions. Once he found this out, that we don’t live in a formal swamp land, he grabbed his donkey and said he was rounding up all the fairy tale characters and heading back to Florida where they have permanent swamp lands.

 

And as George Strait would say, “…if you’ll buy that, I’ll throw the Golden Gate in free”

I’ve started this new column where I will post a different issue each week for discussion. Your opinions mean a lot to me and I’d love to get your feedback on the subject. There has been talk for the past few years about a dog park in Frisco. I have heard passionate views on both side of the issue and would love to hear your thoughts on whether or not Frisco should have a dog park.

The Neighborhood of the Month will highlight a particular neighborhood in our city. I am looking to hear from you as to why your Neighborhood is so special.

City of Frisco Related Question of the Week:

 

Q. Has there ever been any consideration to building public storm shelters in the city of Frisco?

I personally have never seen one in the North Texas area but have seen many of them in Oklahoma. In fact, if I'm not mistaken, Oklahoma City builds safe rooms into all elementary schools and they often double as a library or large classroom.

Outside of that many Oklahoma city's have a number of public storm shelters built around the city and they publish the locations on the city web site.

 

A. We appreciate your interest in weather safety. In Frisco, commercial buildings such as office and school buildings provide protection within exit hallways, stairwells and restrooms. These areas provide a greater degree of protection due to the fire and building safety standards associated with Frisco's building code. The FISD has detailed predetermined areas within each school to provide the greatest structural protection during a tornado. Preplans are reviewed to determine the best areas for support and evacuation. In residential housing, go to the lowest floor in a small center room, under a stairwell or in an interior hallway with no windows. There are “safe rooms” being marketed for homes that establish an even more structurally sound area in a master closet or similarly sized area. When outside or in a vehicle, seek the closest sturdy building available and move to the areas described above. If no such shelter is close by, move to an open area away from vehicles and trees to avoid being crushed if they are moved. Lie flat on your stomach with your arms over your head to protect from flying debris.

Currently we have 24 outdoor warning sirens and are directly linked to a network of storm spotters and trackers and the National Weather Service. Over the past year we have brought online our new Emergency Operations Center (EOC) that provides us the capability to monitor severe weather as it approaches Frisco. The EOC also has the ability to activate the Outdoor Warning Sirens, utilize the Reverse 9-1-1 City Watch system, and monitor media and internet sources. Trained fire department personnel are available to activate the EOC in unexpected events and in most cases, if not all, when severe weather is forecast for our area, the EOC is prepared and monitoring for potential effects within Frisco and surrounding areas.

As stated on the NOAA website, there is no such thing as guaranteed safety inside a tornado. Prevention and practice before the storm is important. Have a family or business tornado plan in place based on the kind of building you are in and the safety tips listed at the NOAA website. When severe weather has been forecast, always know where you can take shelter in a matter of seconds.

 

 

 

 

 

This Day in History – July 5, 1996: First Successful Cloning of a Mammal:

On this day in 1996, Dolly the sheep--the first mammal to have been
successfully cloned from an adult cell--is born at the Roslin Institute in Scotland.

Originally code-named "6LL3," the cloned lamb was named after the
buxom singer and actress Dolly Parton. The name was reportedly suggested by one of the stockmen who assisted with her birth, after he learned that the animal was cloned from a mammary cell. The cells had been taken from the udder of a six-year-old ewe and cultured in a lab using microscopic needles, in a method first used in human fertility treatments in the 1970s. After producing a number of normal eggs, scientists implanted them into surrogate ewes; 148 days later one of them gave birth to Dolly.

Dolly's birth was announced publicly in February 1997 to a storm of controversy. On one hand, supporters argued that cloning technology
can lead to crucial advances in medicine, citing the production of
genetically modified animals to be organ donors for humans as well as
"therapeutic" cloning, or the process of cloning embryos in order to collect stem cells for use in the development of treatments for degenerative nerve diseases such as Alzheimer's and Parkinson's. Some scientists also looked at animal cloning as a possible way to preserve endangered species. On the other hand, detractors saw the new cloning technology as potentially unsafe and unethical, especially when it was applied to what many saw as the logical next step: human cloning.

Over the course of her short life, Dolly was mated to a male sheep named David and eventually gave birth to four lambs. In January 2002 she was found to have arthritis in her hind legs, a diagnosis that raised questions about genetic abnormalities that may have been caused in the cloning process. After suffering from a progressive lung
disease, Dolly was put down on February 14, 2003, at the age of six.
Her early death raised more questions about the safety of cloning, both animal and human. Though Ian Wilmut, the lead scientist on the team that produced Dolly, has spoken out publicly against human cloning, its supporters are unlikely to be dissuaded. As for Dolly, the historic sheep was stuffed and is now on display at the National
Museum of Scotland in Edinburgh.

 

 

 

 

 

July is UV Safety Month:

 

That long term exposure to the sun can lead to potentially blinding conditions such as cataracts and macular degeneration.

 

Reflected sunlight -- light that bounces off water or even snow, for example — can be the most dangerous type of UV (ultraviolet) light because it is intensified.

 

Your eyes can also receive a sun burn known as photokeratitis, which can cause pain, redness and tearing.

 

UV light sources other than the sun, such as welding lamps or tanning booths can also harm your eyes.

 

To ensure your eyes are protected, wear sunglasses and a broad-rimmed hat. When selecting sunglasses, make sure they block 99 to 100 percent of UV-A and UV-B rays. But don't be deceived by color or cost. The ability to block UV light is not dependent on the darkness of the lens or the price tag.

 

People of all ages are at risk for damage to their eyes from UV rays, including children. Remember to protect your children’s’ eyes also with sunglasses and a hat.

If your son or daughter ever needs questions answered from a leadership figure for projects of any kind, please feel free to contact me or have them contact me directly.

 

Alternatively, if your child is interested in learning more about city government and has questions, feel free to contact me.

Spotlight on CrossRoads Winery:

 

CrossRoads Winery, a remarkable young boutique winery located in far west Frisco, produces several award winning wines.  Opened for business in January 2005, Winemaker/Owner John Otis has earned numerous Gold and Bronze Medals for his wines. Contests awarding the medals include: The Dallas Morning News International Wine Competition (2005 & 2006), Lone Star International Wine Competition 2006, Grapefest’s People's Choice Tasting Classic 2005, Wines of the South Competition 2005, and The 2nd Annual Wine on the Square competition in Denton TX. The estimated residential population is 95,835 as of July 2, 2007.

 

City of Frisco Transitions from Drought Restrictions to Water Conservation Plan:

 

The City of Frisco is now in the process of transitioning from Modified Stage 3 Water Restrictions to The City of Frisco Water Conservation Plan, based on the recent actions of the North Texas Municipal Water District (NTMWD).  

 

The NTMWD lifted its Stage 3 Drought Contingency Plan July 3, 2007, declaring the drought is officially over for the 1.6 million water customers served by the District. The NTMWD recommends Member Cities and customers transition to a conservation plan from mandatory drought restrictions.

 

The City of Frisco’s Water Conservation Plan is in effect immediately. The City Council previously adopted plan as a way to save water during the historically drier summer months. The water conservation plan is effective from June 1 through September 30 of each year. 

 

The City of Frisco’s Water Conservation Plan includes these guidelines:

 

  • No outdoor watering between the hours of 5 a.m. and 8 a.m., and between the hours of 10 a.m. and 6 p.m.
  • No outdoor watering allowed during rainfall, or temperatures below 40 degrees Fahrenheit
  • No excessive watering that allows water runoff to paved areas or other water waste.

 

Consistent rainfall has allowed area lakes to return, and in most cases, rise above normal elevations.  Despite the recent, abundant rainfall, the City of Frisco encourages citizens to continue to use water wisely.

 

“Even though the lakes are full, water conservation will always be important”, said Gary Hartwell, Director of the Public Works Department.  “We can’t make water, we can only treat it.”

 

The NTMWD is also working with Member Cities to make sure a consistent conservation plan is in place throughout the District.

 

One way the City of Frisco encourages citizens to use water wisely is through the ET Controller Program.  The program offers a one-time, $100 rebate to homeowners who install an ET controller device to work with their existing sprinkler system.  The ET controller must be a model from a list of city-approved devices.

The Difference a Year (and Lots of Rain) Makes

NTMWD relies on three reservoirs to serve customers — Lake Lavon, Lake Jim Chapman/Cooper and Lake Texoma. Lake Lavon’s lowest elevation was in November 2006, when it was more than 17 feet below normal. Lake Lavon did not completely fill back up until May 2007. Lake Texoma is also full, while Lake Jim Chapman/Cooper has gained more than 16 feet and is currently at 91 percent capacity, 1.5 feet below normal. Lake Jim Chapman/Cooper was last full in April 2003.

 

Water Rights

The State of Texas regulates how much water NTMWD is permitted to draw from its reservoirs. Because of the recent rainfall, there has been low consumer demand for water in recent months, allowing NTMWD to stay within the State’s approved water rights for the remainder of the year. NTMWD is confident it can remain within its allotted water supply even as summer continues.

 

Long-Term Water Projects

Prior to the drought, several water supply projects were initiated to bring additional supplies to the growing region. These projects, including the East Fork Raw Water Supply Project, Upper Sabine Supply Project and Lower Bois d’Arc Creek Reservoir, will help meet current and future water demands.

It's time for the Second Annual Chandler Jackson Youth Foundation event at the Frisco Rough Rider Stadium!  This year the event will be held on Saturday, July 14th at 7:00.  It promises to be an exciting game with the Rough Riders playing against the Corpus Christi Hooks.

 

Last year's event was a real success allowing The CJYF to send 7 underprivileged children to Sky Ranch summer camp! We hope to be able to send even more children to camp this summer and continue to help children in need.
