Mornings with Matt:

I’m always looking for more ways to communicate and reach out to citizens and an idea that I have had for a long time is to pick a day each week where I hang out at a local coffee house and just have an open forum with anybody who wants to come by. We recently started doing this each Wednesday morning from 7:30-8:30 at It’s A Grind located at the Shops at Starwood (SW corner of Lebanon and the Dallas North Tollway). The owner, Marchand Froschheuser, is a Frisco resident and dear friend and I hope you will support her business any chance you get and stop by on Wednesdays to talk about issues facing our great city, or really anything for that matter.

This newsletter and information source is designed to bring us all a little closer together each week by providing coverage of so many things going on in our community. There are so many amazing things in this newsletter, as there are every week. Please forward this newsletter to all your friends and neighbors and encourage them to sign up to receive it themselves. They will greatly appreciate you for it as no citizen should be without this important information at their fingertips.  Let’s work to get all Frisco citizens on this list as a more informed society is a more functional society.

If you have questions or have any community events, people or groups you want to recognize, fundraising events, or any newsworthy items you would like to see added and shared with more than forty thousand residents and businesses in Frisco and the surrounding areas, please send me an email so I may include them. The newsletter goes out each Thursday and I need materials by the end of the day on the preceding Wednesday if you want something to be included.

If you received this from somebody else and would like to be added to the list, just send me an email. Your email address will never be sold, rented, or given to anybody else for any reason as your privacy is of the utmost importance to me. All newsletters can also be found on our web site at www.mattlafatamarketing.com.

Citizen of the Month and Neighborhood of the Month Details

If you have a citizen or neighborhood you would like to nominate, please send it to me.

The Citizen of the Month will focus on a person or group in Frisco who has been nominated by another individual. He, she or they could be a person or a group who has recently done something special that contributes to the well-being of our city and/or its citizens, or it could be somebody who has had (or currently has) an interesting career or experiences that could be shared with our readers.

The Neighborhood of the Month will highlight a particular neighborhood in our city. I am looking to hear from you as to why your Neighborhood is so special.

City of Frisco Related Question of the Week:

Q. With the passage of new federal law in 2005 allowing towns to take proactive measures to create “quiet zones” I’d like to understand what steps our city representatives are taking to create a quiet zone for train whistle noise. Over the past several months train whistle noise in the early morning hours has become significantly worse. I’ve seen posts dating back to January 2006 saying this issue was being evaluated, but no update since then.

A. The City is anxious to establish a Quiet Zone on the BNSF railroad south of Eldorado Parkway. This Quiet Zone will silence all train horns between Eldorado Parkway and the DNT (Dallas North Toll-way) except in emergencies.

The process is moving as quickly as possible given that certain improvements have to be made at our crossings to comply with guidelines from the Federal Railroad Administration (FRA).

The Frisco engineering staff met with BNSF (Burlington Northern Sante Fe) and determined the following improvements are needed:

1. County Road 712 – the rail crossing will be rebuilt in 2008 to provide median and gate improvements needed for a Quiet Zone
2. Main Street - no additional improvements needed for a Quiet Zone
3. Frisco Square Blvd. - the rail crossing will be constructed in 2008 to provide median and gate improvements needed for a Quiet Zone
4. Elm Street – closed last year (permanently)
5. Sewage Treat Plant crossing – the City will secure an access easement to this City property to close the crossing over the next 12 months
6. DNT frontage roads - no additional improvements needed for a Quiet Zone

All improvements must be in place to comply with FRA guidelines before BNSF will stop sounding the train horn. However, the City hopes that the project will be completed in approximately 12 months after CR 712 is rebuilt and the Frisco Square Blvd. railroad crossing is complete.

This Day in History – February 28, 1953: Watson and Crick Discover Chemical Structure of DNA

From the History Channel…

On this day in 1953, Cambridge University scientists James D. Watson
and Frances H.C. Crick announce that they have determined the double-helix structure of DNA, the molecule containing human genes.

Though DNA--short for deoxyribonucleic acid--was discovered in 1869, its crucial role in determining genetic inheritance wasn't demonstrated until 1943. In the early 1950s, Watson and Crick were only two of many scientists working on figuring out the structure of DNA. California chemist Linus Pauling suggested an incorrect model at the beginning of 1953, prompting Watson and Crick to try and beat Pauling at his own game. On the morning of February 28, they
determined that the structure of DNA was a double-helix polymer, or a spiral of two DNA strands, each containing a long chain of monomer nucleotides, wound around each other. According to their findings, DNA replicated itself by separating into individual strands, each of which became the template for a new double helix. In his best-selling book, The Double Helix (1968), Watson later claimed that Crick announced the discovery by walking into the nearby
Eagle Pub and blurting out that "we had found the secret of life." The truth wasn't that far off, as Watson and Crick had solved a fundamental mystery of science--how it was possible for genetic instructions to be held inside organisms and passed from generation to generation.

Watson and Crick's solution was formally announced on April 25, 1953,
following its publication in that month's issue of Nature magazine. The article revolutionized the study of biology and medicine. Among the developments that followed directly from it were pre-natal screening for disease genes; genetically engineered foods; the ability
to identify human remains; the rational design of treatments for diseases such as AIDS; and the accurate testing of physical evidence in order to convict or exonerate criminals.

Crick and Watson later had a falling-out over Watson's book, which Crick felt misrepresented their collaboration and betrayed their friendship. A larger controversy arose over the use Watson and Crick made of research done by another DNA researcher, Rosalind Franklin, whose colleague Maurice Wilkins showed her X-ray photographic work to Watson just before he and Crick made their famous discovery. When Crick and Watson won the Nobel Prize in 1962, they shared it with
Wilkins. Franklin, who died in 1958 of ovarian cancer and was thus ineligible for the award, never learned of the role her photos played in the historic scientific breakthrough.

February is National Children’s Dental Health Month:

So far this month we have covered AMD/Low Vision Awareness, American Heart Month and Congenital Heart Defect Awareness…

Each February, the American Dental Association sponsors National Children’s Dental Health Month to raise awareness about the importance of oral health.

Developing good habits at an early age and scheduling regular dental visits helps children get a good start on a lifetime of healthy teeth and gums.

Whether you’re a member of the dental team, a teacher or a parent, the ADA has free online resources that can help you with oral health presentations, ideas for the classroom and coloring and activity sheets that can be used as handouts.

Visit the American Dental Association web site for more information.

Homeowner Association Meetings and Other Group Meetings:

If you have an upcoming meeting that you would like a city official at, just to be available to answer any questions, please let us know. If Matt’s schedule permits, he would love to attend.

Answering Questions for Kids and Young Adults:

As you know, communication and sharing information is something that I spend a lot of time doing. I frequently get asked to answer questions for kids and young adults for school projects or leadership programs. Usually the project involves getting these questions answered from somebody in a leadership position, and as a City Council member, I’m always happy to take the time to do this. If your son or daughter ever needs questions answered from a leadership figure for projects of any kind, please feel free to contact me or have them contact me directly.

Alternatively, if your child is interested in learning more about city government and has questions, feel free to contact me.

Finally, if you are looking for a speaker to talk to a group of kids or young adults about city government or Frisco in general, I’m happy to try and schedule something.
